NMMA /NPRA/OPEI Testify on Ethanol Blends Before Senate Subcommittee

Charles T. Drevna, President of NPRA, the National Petrochemical & Refiners Association, appeared today before the U.S. Senate Environment & Public Works Committee’s Subcommittee on Clean Air and Nuclear Safety to discuss issues related to the Environmental Protection Agency’s Renewable Fuels Standard. Representing NPRA, the National Marine Manufacturers Association, and the Outdoor Power Equipment Institute, Drevna cautioned members of the Subcommittee on the need for comprehensive scientific research on the possible risks the use of so-called “mid-level ethanol blends” poses to public health, consumer safety, and the environment.

“Collectively, our associations have one fundamental message for the Subcommittee today: Ethanol should not be blended into gasoline at levels higher than 10 percent for use in non-flexible fuel motor vehicles and nonroad gasoline-powered engines until comprehensive, independent testing demonstrates that those so-called „mid-level ethanol blends? are safe for consumers and do not harm the environment or public health,” Drevna told Subcommittee members. “Our organizations recognize the importance of biofuels, including ethanol, in diversifying our nation?s fuels portfolio. However, before the use of mid-level ethanol blends is permitted, we must ensure that these blends are safe for consumers, do not harm gasoline-powered engines, and do not lead to increases in emissions that will harm the environment.

“Any decision on whether to allow the use of mid-level ethanol blends must be guided solely by unbiased science and must be undertaken through an open, public and transparent process that takes into account both the increased air pollution that will result from the use of higher ethanol blends in many engines and the potential risks to consumers driving vehicles or handling engines fueled with those blends. Our associations stand ready to work with Congress, the Administration and other stakeholders to assure an effective, realistic, stable policy that will assist consumers and protect our environment.”
